Исследование агентства «РИА Рейтинг» подготовлено по данным Росстата и Роспатента, а методика состояла в изучении трех показателей: наличие и характеристики материальной базы, являющейся фундаментом научно-технического прогресса, наличие и характеристики человеческих ресурсов, а также эффективность и масштаб научно-технологической деятельности.
