Ранее он руководил Фондом инвестиционного развития. Согласно постановлению, в состав управления вошли министр промышленности, экономического развития и торговли республики Владимир Халюзин, замминистра культуры, печати и по делам национальностей Александр Луничкин, замминистра спорта и туризма Светлана Новосёлова, а также начальник отдела развития туристической инфраструктуры Министерства спорта и туризма Елена Шитова.
