Для этого они обращаются в частные банки, многие из которых не располагают достаточным объемом афганской наличности - а получить ее можно только в подконтрольном талибам* ЦБ.
Таким образом, зачастую имеет место продажа талибам поставленных ООН долларов, которые пополняют валютные активы движения, помогая поддерживать курс афгани.
