On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels.
