دکتر غلامرضا معصومی متخصص طب اورژانس، عضو هیئت‌علمی دانشگاه علوم پزشکی ایران و عضو هیئت بورد رشته‌ی سلامت در بلایا و فوریت‌های وزارت بهداشت، درمان و آموزش پزشکی است.
او حدود پنج سال ریاست سازمان اورژانس کشور و دبیری کارگروه بهداشت و درمان در حوادث غیرمترقبه و نیز دبیری کمیته پدافند غیرعامل وزارت بهداشت را بر عهده داشته است.
دکتر معصومی هم‌اکنون معاون درمان و توانبخشی دانشگاه علوم توانبخشی و سلامت اجتماعی، مشاور سازمان اورژانس کشور و رئیس کمیته پژوهشی فوریت‌های پزشکی وزارت بهداشت است. -
