Синоптики из Гидрометцентра России поясняют: буря – очень сильный ветер, приводящий к сильному волнению на море и к разрушениям и опустошениям на суше. Скорость приземного ветра при буре по шкале Бофорта 10 баллов (25-28 м/с), а при сильной буре 11 баллов (29-32 м/с). Менее сильный ветер, в 8-9 баллов (17-24 м/с) обозначается как шторм и сильный шторм, более сильный – 12 баллов (свыше 32 м/с) – как ураган. Кратковременные усиления ветра при грозах или без них до скорости шторма или бури называются шквалами.
Вывод: учите матчасть и правильно владейте терминологией.
