12 ноября указом главы Якутии назначен и.о первого заместителя председателя правительства Якутии Бердников Дмитрий Викторович. Г-н Бердников будет заниматься вопросами организации и сопровождения работ по строительству Ленского моста. Необходимость назначения отдельного должностного лица в ранге первого зампреда Правительства Якутии обоснована началом активной фазы реализации строительства мостового перехода через реку Лена, необходимостью усиления координации работ между федеральными, региональными и муниципальными органами власти. Должность учреждена за счёт вакантных должностей в органах власти республики. Г-н Бердников занимал пост первого заместителя губернатора Иркутской области.

Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. At its heart, Telegram is little more than a messaging app like WhatsApp or Signal. But it also offers open channels that enable a single user, or a group of users, to communicate with large numbers in a method similar to a Twitter account.
