Решил почитать британские статьи по теме. Вот замечательный уже артефакт времен начала войны — от 2 марта 2022 года в The Telegraph, где их журналист пишет потрясающие вещи:

А ведь всего 3 года назад не менее казенный The Economist спопокойно пишет в своей статье про это блюдо, признавая, что на него претендуют и Россия и Украина, что котлету по-киевски изобрели в Московской Области.
