Постановлением СНК СССР «Об устройстве детей, оставшихся без родителей» прописывался круг организаций, отвечающих за их поиск, эвакуацию, предоставление жилья, образование, трудоустройство, патронирование. Позднее были приняты документы об опеке, усыновлении, попечении. Многое из намеченного, к сожалению, осталось на бумаге, но важная социальная проблема была обозначена и стала решаться всего через полгода после начала нацистского вторжения.
