В связи с этим Днём 1-2 октября пройдет организованная правительством Ганы и ЮНЕСКО Глобальная конференция по всеобщему доступу к информации 2024 года — «Актуализация доступа к информации и участия в государственном секторе». На протяжении всей конференции представители правительства и гражданского общества будут демонстрировать, как политика доступа к информации реализуется в различных государственных учреждениях и неправительственных организациях, в государственном и в частном секторах. ЮНЕСКО предоставляет всем заинтересованным сторонам площадку и основу для участия в международных дискуссиях по вопросам политики доступа к информации в цифровую эпоху, поскольку она расширяет возможности человека, позволяет принимать обоснованные решения, способствует развитию инноваций, инклюзивности и социальному прогрессу.

A Russian Telegram channel with over 700,000 followers is spreading disinformation about Russia's invasion of Ukraine under the guise of providing "objective information" and fact-checking fake news. Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts. But Telegram says people want to keep their chat history when they get a new phone, and they like having a data backup that will sync their chats across multiple devices. And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. Oh no. There’s a certain degree of myth-making around what exactly went on, so take everything that follows lightly. Telegram was originally launched as a side project by the Durov brothers, with Nikolai handling the coding and Pavel as CEO, while both were at VK. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Russian President Vladimir Putin said during a meeting with his Belarusian counterpart Alexander Lukashenko that there were "certain positive developments" occurring in the talks with Ukraine, according to a transcript of their meeting. Putin added that discussions were happening "almost on a daily basis." The next bit isn’t clear, but Durov reportedly claimed that his resignation, dated March 21st, was an April Fools’ prank. TechCrunch implies that it was a matter of principle, but it’s hard to be clear on the wheres, whos and whys. Similarly, on April 17th, the Moscow Times quoted Durov as saying that he quit the company after being pressured to reveal account details about Ukrainians protesting the then-president Viktor Yanukovych.
