Multiple pro-Kremlin media figures circulated the post's false claims, including prominent Russian journalist Vladimir Soloviev and the state-controlled Russian outlet RT, according to the DFR Lab's report. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some āpositive shiftsā in talks between the two sides. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durovās position "very weak," and urged concrete improvements. "And that set off kind of a battle royale for control of the platform that Durov eventually lost," said Nathalie MarĆ©chal of the Washington advocacy group Ranking Digital Rights. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
