В развале СССР виноват Борис Ельцин, который рвался наверх и спровоцировал кризис двоевластия.
После принятия акта о провозглашении независимости Украины смысла в новом союзном договоре не было.
Можно было сохранить союз, если бы у Ельцина было желание договориться с республиками Средней Азии.
Распад союза оформили Ельцин, Кравчук и Шушкевич, которые не позвали Назарбаева из-за опасений.
