Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. Again, in contrast to Facebook, Google and Twitter, Telegram's founder Pavel Durov runs his company in relative secrecy from Dubai. Telegram users are able to send files of any type up to 2GB each and access them from any device, with no limit on cloud storage, which has made downloading files more popular on the platform. In December 2021, Sebi officials had conducted a search and seizure operation at the premises of certain persons carrying out similar manipulative activities through Telegram channels.
