But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. The Russian invasion of Ukraine has been a driving force in markets for the past few weeks. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives?
