Ранее, люди писали там о своих проблемах, они высказывали претензии в разных сферах: дорожно-транспортной, здравоохранении, социальной и др. И эти обращения приобретали официальный статус, отправлялись на хоть какое-то рассмотрение.
Но сейчас, видимо, пресс-служба Воробьева и его команда решила уйти на летние каникулы, или им просто надоело работать. А возможно, этим действием глава региона просто хотел сказать, мол мне не интересны ваши проблемы, решайте сами.

Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups.
