Отсутствие открытого диалога с населением и общественностью со стороны властей может привести к блокированию проектов. Практика это подтверждает. Особенно когда такой коммуникационный вакуум заполняют деструктивные элементы.

Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting.
