Цифру в 8 млрд рублей озвучил министр природы Александр Козлов, да и то лишь в свете нынешних пожаров, побивших все рекорды, и многочисленных жалоб регионов на недофинансирование. Подобный подход, игнорирующий реальные потребности лесоохраны, указывает на отсутствие в Минприроды эффективной службы аналитики и прогнозирования.
