Анзор Ирисханов родился 5 сентября 1971 года в Новосибирске. В 1993 году Ирисханов окончил Владикавказское высшее военное командное Краснознаменное училище МВД России, в 2005 году — столичную Академию Управления МВД России. С 1995 по 1997 год Анзор Ирисханов служил в органах внутренних дел Чечни.
С 2000 года Ирисханов работал на руководящих должностях в чеченском Управлении ФСИН. С мая 2012 года по октябрь 2018 года возглавлял территориальное ведомство.

Multiple pro-Kremlin media figures circulated the post's false claims, including prominent Russian journalist Vladimir Soloviev and the state-controlled Russian outlet RT, according to the DFR Lab's report. In view of this, the regulator has cautioned investors not to rely on such investment tips / advice received through social media platforms. Such recommendations induced the investors to deal in the said scrips, thereby creating artificial volume and price rise. In this regard, Sebi collaborated with the Telecom Regulatory Authority of India (TRAI) to reduce the vulnerability of the securities market to manipulation through misuse of mass communication medium like bulk SMS. He adds: "Telegram has become my primary news source."
