Инициаторы сией мудрой идеи – глава комитета по безопасности Василий Пискарев и экс-офицер ФСБ депутат Отари Аршба. Ими было внесено это предложение к законопроекту об ответственности за вооруженный мятеж.
Сроки и наказания - традиционно конские. Предусматриваются сроки от 12 до 20 лет вкупе со штрафом до 500 тыс. руб.
