Василий Попадайло – уроженец Климово. Юридическое образование получил в Калининградской школе милиции, затем окончил Академию МВД России. Является нотариусом Стародубского нотариального округа. С 1983 по 1998 гг. служил в органах внутренних дел. В 1981-1983 гг. проходил службу в Вооружённых силах, в том числе исполнял интернациональный долг в Афганистане. В 1996 г. участвовал в боевых действиях в рамках контртеррористической операции в Чечне.
В облдуме предыдущего, седьмого, созыва возглавлял комитет по законодательству и местному самоуправлению.

Continuing its crackdown against entities allegedly involved in a front-running scam using messaging app Telegram, Sebi on Thursday carried out search and seizure operations at the premises of eight entities in multiple locations across the country. In December 2021, Sebi officials had conducted a search and seizure operation at the premises of certain persons carrying out similar manipulative activities through Telegram channels.
