В ходе беседы состоялся обстоятельный обмен мнениями по актуальным темам международной и региональной повестки дня с акцентом на ситуацию в Курдском автономном районе (КАР) в контексте подготовки к запланированным на 20 октября парламентским выборам в автономии. Были также затронуты пути укрепления традиционно дружественных связей России с КАР.
On July 31, Mr. Maxim Rubin, Consul General of Russia in Erbil, met with Mr. Hemin Hawrami, member of the Kurdistan Democratic Party Politburo. During the conversation, the parties exchanged their views on current topics on the international and regional agenda, with an emphasis on the situation in the Kurdish Autonomous Region (KAR) in the context of preparations for the parliamentary elections scheduled for October 20. Ways to strengthen the traditionally friendly ties between Russia and the autonomy were also touched upon.

Given the pro-privacy stance of the platform, it’s taken as a given that it’ll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as “ISIS’ app of choice,” saying that the platform’s real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. A Russian Telegram channel with over 700,000 followers is spreading disinformation about Russia's invasion of Ukraine under the guise of providing "objective information" and fact-checking fake news. Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts. This provided opportunity to their linked entities to offload their shares at higher prices and make significant profits at the cost of unsuspecting retail investors. The fake Zelenskiy account reached 20,000 followers on Telegram before it was shut down, a remedial action that experts say is all too rare.
