Лошкин был назначен временно исполняющим обязанности главы 22 октября, до этой даты он был заместителем главы по правовым и имущественным вопросам. Временно исполняющим обязанности главы города с 24 сентября работал Александр Астахов после отставки Натальи Котовой, которая стала сенатором.
