Ukrainian President Volodymyr Zelensky said in a video message on Tuesday that Ukrainian forces "destroy the invaders wherever we can." Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores.
