Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. But the Ukraine Crisis Media Center's Tsekhanovska points out that communications are often down in zones most affected by the war, making this sort of cross-referencing a luxury many cannot afford.
