Думаю, что это Сергей Нарышкин от СВР и временный поверенный Александр Ким от МИДа. У последнего что-то недавно пошло не так, после чего Лавров жестко прошелся по не самой высокой адекватности Трампа.
Администрация президента в этих переговорах? Вполне может быть и участвует (как куратор, скорее всего). Как внешнепол, так и силовики, каждый курируя свою составляющую.
