Законодательные ограничения для микрофинансовых организаций по выдаче «дорогих» займов физлицам начнут действовать с 1 июля 2025 года, а правило «один заем в одни руки» полноценно заработает с 2027 года.
Регулятор также хочет отказаться от термина «заем до зарплаты». В Банке России к займам «до зарплаты» относятся ссуды на сумму до 30 тыс. рублей и на срок до 30 дней. Но рынок сам практически все свои потребзаймы сделал «займами до зарплаты», поэтому ЦБ использует термины «дорогие займы» и «дешевые займы».
Три ключевые нормы, которые Центробанк собирается ввести:
✅ ограничение количества одновременно действующих займов — один заем до полного погашения,
✅ введение периода охлаждения между этими займами,
