In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels.
