📃مقدمه:
گستردگی و پیچیدگی شرایط حاکم بر مناسبات بین‌المللی و دگرگونی فزاینده در مناسبات دوجانبه و نیز ظهور کنشگران متعدد در عرصه بین‌المللی موجب تغییرات بنیادین در عرصه دیپلماسی شده است. در کنار دیپلماسی رسمی که ناظر بر اقدامات و وظایف کارگزاران رسمی دولت‌ها بود، نوع جدیدی از دیپلماسی غیررسمی متولد شد که جوزف مونتویل آن را «دیپلماسی خط دو» نامید. اندیشکده‌ها به عنوان یکی از بازیگران غیردولتی، توانسته‌اند تبدیل به یکی بازیگران عرصه روابط بین‌الملل و دیپلماسی خط دو شوند. اندیشکده‌ها می‌توانند با ارائه ایده‌ها، تحقیق درباره موضوعات مهم جهانی، برآورد و تحلیل سیاست‌ها، ایجاد فضایی برای اجتماع نخبگان و تبادل ایده، ارائه پیشنهاد به دولت‌ها و سازمان‌های بین‌المللی، ارائه آموزش و تلاش برای تکمیل خلاء بین دانشگاه و دولت، نقش مهمی را در حوزه دیپلماسی و روابط بین‌الملل ایفا کنند. در یادداشت کوتاه زیر، به مفهومی به نام «دیپلماسی اندیشکده‌ای» می‌پردازیم و کارکردها و ظرفیت‌های اندیشکده در عرصه سیاست خارجی را با ذکر نمونه‌هایی بررسی می‌کنیم.

📃Introduction:
The complexity and vastness of international relations, along with the increasing transformation of bilateral relations, and the emergence of multiple actors in the international arena have led to fundamental changes in the field of diplomacy. In addition to traditional diplomacy which involves the actions and duties of official state representatives, a new form of informal diplomacy has emerged which Joseph Montville refers to as "Track Two Diplomacy". Think tanks, as non-state actors, have become key players in the realm of international relations and Track Two Diplomacy. These institutions can play an important role in the field of diplomacy and international relations by offering ideas, conducting research on critical global issues, assessing and analyzing policies, creating spaces for expert gatherings and exchange of ideas, providing recommendations to governments and international organizations, offering training, and lastly bridging the gap between state and academia. In this policy brief, we explore the concept of "Think Tank Diplomacy" and examine the functions and capacities of think tanks in the field of foreign policy while citing relevant examples.
