Не лучше выглядит ситуация в детских садиках, где видеонаблюдение чуть ли не раз в неделю выявляет жестокое обращение воспитателей с детьми.
Кстати, в том же фильме ужасов «Дәстүр» несколько сцен посвящены тому, как юных школьников терроризируют ребята постарше, к тому же под предводительством сынка местного крупного хозяйственника (по имени, на минуточку, Нурсултан). Молодой бай чувствует себя выше закона, устанавливая свои (спойлер: заканчивается это для него плохо).
Когда издевательства старших над младшими начинаются с детсадика, а в школах процветает вымогательство денег, совершенно логично, что та же система работает и в местах заключения. Несмотря на то, что попавшие в фокус правоохранителей или СМИ случаи расследуются, системная работа с проблемой не ведется.
