1️⃣Вызываем «скорую», сообщаем о падении на льду с указанием места/адреса. В журнале вызовов и документах фельдшера это должно быть зафиксировано.
2️⃣Желательно обзавестись свидетелями падения или теми, кто помогал вам: ФИО, адрес, ☎️
3️⃣ Выясняем в чьём ведомстве участок, где вы упали - около ТЦ, школы, магазина, дома - за каждый участок кто-то отвечает. Сообщаем им о ЧП - звонком, затем письмом.
4️⃣Направляем заявление о возбуждении дела по статье 14.4. КоАП РФ в Роспотребнадзор или полицию.
5️⃣Лечимся, собираем чеки, справки, рецепты, все выписки по болезни.
6️⃣Направляем ответственному из п.3 претензию с расчётом суммы взыскания - материальный ущерб (расходы на лечение), вред здоровью и моральный вред.

But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website.
