Согласно предложению социал-демократов, все иностранцы, проживающие в Эстонии с постоянным или долгосрочным видом на жительство и желающие участвовать в выборах, должны зарегистрироваться в качестве избирателей.
При регистрации иностранец должен будет подтвердить, что он осуждает российскую агрессию и признает суверенитет Эстонии.
