اطلاق اصطلاح توانمندسازی برای دولت شاید عجیب به نظر برسد، چون دولت‌ها عموماً قوی تصور می‌شوند و اتفاقاً دغدغۀ رایج در علم سیاست، جامعه‌شناسی و اقتصاد مهار قدرت آنهاست. پس منظور از توانمندسازی حکومت چیست؟ این کتاب، توسعه را پدیده‌ای چهار وجهی می‌داند که سه وجه آن بسیار شناخته شده‌اند: توسعۀ اقتصادی، اجتماعی و سیاسی. وجه چهارم توسعۀ اجرائی است و به عقیدۀ نویسندگان پیشبرد سه وجه دیگر بستگی به قابلیت‌های اجرائی دولت دارد؛ در دولت ضعیف نه رشد اقتصادی بیشتر ممکن است، نه مردم‌سالاری و نه برابری.

At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted. In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. The account, "War on Fakes," was created on February 24, the same day Russian President Vladimir Putin announced a "special military operation" and troops began invading Ukraine. The page is rife with disinformation, according to The Atlantic Council's Digital Forensic Research Lab, which studies digital extremism and published a report examining the channel. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred."
