«Much has been written about the causes and mechanisms of the Soviet collapse in general and about the role of elites and nationalist movements in the republics of the Soviet Union in particular. However, the launching of the process of disbanding of the Soviet Union resulted to a great degree from strategic political moves made by the leadership of the Russian Federation in 1991. Apart from a major conflict between Gorbachev and Yeltsin, these moves were driven by a rationale which can be labeled “dumping ballast overboard”. To put it simply, the Russian leadership was not interested in bearing any further major obligations to other Soviet Union republics, and intended to transfer any relevant costs onto their leaders’ shoulders. It perceived the republics of Central Asia as underdeveloped areas that acted as hopeless recipients of fiscal transfers from the budget of the Soviet Union. The republics of South Caucasus were considered a zone of instability and violence due to the rise of bloody conflicts in Nagorno-Karabakh, Abkhazia, and South Ossetia, and the Russian elites had neither the resources nor the desire to deal with these security challenges.

From this viewpoint, the idea of getting rid of toxic assets inherited by Russia from the disintegrating Soviet Union was very reasonable for Yeltsin and his entourage. It is not surprising that after the Belovezha Accords (which were ultimately a deal between the leaders of Russia and Ukraine), other Soviet Union republics were presented with a fait accompli. Meanwhile, the actual division of the assets of the former Soviet Union was most reminiscent of primordial rule, or majorat, which was typical in the past for families in a number of European countries. Like the eldest son in the family, Russia inherited most of the assets (as well as all debts) from the Soviet Union, while the other republics, like younger adult children, were forced to create their own households; the eldest son helped them only at his own discretion, if at all».
