Но в данной ситуации необходимо принять меры - меры эффективные, не для галочки, а которые реально будут приносить результат! Для этого нужны спецы, а не шайки разноведомственных бюрократов, так усиленно имитирующих кипучую деятельность сверху до низу!
А есть ли такие спецы? Есть, но они наперечет! Вот только они для дела, а не для реализации известной поговорки: "мы делили апельсин - много наших полегло!"
