Again, in contrast to Facebook, Google and Twitter, Telegram's founder Pavel Durov runs his company in relative secrecy from Dubai. The perpetrators use various names to carry out the investment scams. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access.
