Иначе говоря, теперь чрезмерно эмоциональный комментарий или выход на очередной митинг против строительства мечети будет грозить воспитательной поездкой в лагеря не только "профессиональным русским", но и любым гражданам, попавшим под горячую руку правосудия.
А еще добавят отягчающее "в составе группы лиц". Это отдельный привет всяким общинам, медийно активным подразделениям и прочим русским, пытающимся хоть как-то организоваться.
Межнациональную напряженность это определенно снизит. Верим.
