Он разработан главой думского комитета по труду, социальной политике и делам ветеранов Ярославом Ниловым (ЛДПР) и сенатором Алексеем Пушковым. Согласно документу, клевета, совершенная с использованием изображения или голоса и биометрических данных потерпевшего, будет наказываться штрафом до 1,5 млн рублей или лишением свободы на срок до двух лет.
