Миссия инициативы заключается в том, чтобы побудить государства-члены ЮНЕСКО разработать и принять Рекомендацию (или другой нормативный документ), поощряющую решения для расширения открытого доступа к культурному наследию.
Конечная цель коалиции TAROCH заключается в том, чтобы культурное наследие было доступно для всех на справедливой основе в соответствии с миссией ЮНЕСКО и ее культурной, информационной политикой, в частности межкультурным диалогом и культурными обменами.
