Основная причина заключается в том, что претендент не предоставил формы КС-11 и КС-14 по линейным объектам. При этом необходимые объекты для транспортировки, хранения и регазификации СПГ (малотоннажные газовозы вместимостью 20 000 куб м - 2 штуки и ПРГУ вместимостью до 90 000 куб м - 1 штука) уже заказаны "НОВАТЭКом". По нашему подозрению, в качестве ПРГУ может использоваться газовоз Mulan, входящий в состав "теневого флота".
