Дело в том, что он два созыва возглавлял Витебский облсовет. А в 29-й Владимира Терентьева не пустили даже депутатом. И, что еще интереснее, во время награждения разных «народных избранников» прежних лет его не удостоили никакой почести. Совсем никакой.
