Предшественники "Орешника" выпускались на танковых и колесных шасси

Отечественные комплексы средней дальности еще в 60-е годы стали создаваться мобильными. Правда, первоначально их проектировали на гусеничных шасси. Например, неоднократно демонстрировавшаяся на Красной площади пусковая установка ракеты РТ-15 была выполнена на платформе тяжелого танка Т-10, имевшей обозначение "Объект 815".

Максимальная дальность стрельбы составляла 2500 км. Вес головной части - более 530 кг. Комплекс находился в опытной эксплуатации с 1970 года, но на вооружение не принимался.

В 70-е годы гусеничные шасси были заменены на колесные. Так, "Пионер" был выполнен уже на МАЗ-547А (12х12), а основой для появившейся в начале 80-х годов "Скорости" стал МАЗ-7908 (8×8).
