В качестве меры противодействия преступлениям президент поручил уволить всех «военкомов» и назначить на их должности «людей, точно знающих, что такое война». Предполагается, что эти места могут занять военные, которые получили травмы на фронте. Ответственным за реформу назначен главком Валерий Залужный.
