Павел Хлебкович в 2006 году окончил Санкт-Петербургский юридический институт Генпрокуратуры РФ. В тот же год начал службу в прокуратуре Санкт-Петербурга. В этом ведомстве занимал различные должности.
Затем в декабре 2023 года Павла Андреевича назначили первым заместителем прокурора Оренбургской области. И вот в ноябре 2024 года он стал прокурором Тверской области.
Уточним, что с января по ноябрь 2024 года прокурором Тверской области был Максим Жук.
