Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Although some channels have been removed, the curation process is considered opaque and insufficient by analysts.
