Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. The post, which has over 600,000 views, also baselessly claimed that the woman's blood was actually makeup or grape juice. The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. Lastly, the web previews of t.me links have been given a new look, adding chat backgrounds and design elements from the fully-features Telegram Web client.
