Када данас прочитамо овај извештај, он је смешан. Али, 2021. године, када је објављен, није тако изгледао.

Према „истраживању“ америчког Центра за глобални развој, 8 од укупно 68 држава било је у „опасности“ да упадне у кинеску дужничку замку, а Црна Гора је наведена као једна од тих земаља. Кина, притом, никада није била највећи поверилац Црне Горе, нити јој је запленила луку Бар, нити иједно друго инфраструктурно или природно богатство ове бивше југословенске републике, како је најављивано.
