На допросе (видео №2) прямо говорит, что приехал в Москву по заданию СБУ, причем было несколько поездок, в том числе со взрывчаткой. В России он был в 2015 году, сейчас вернулся специально для теракта.

При отсутствии биометрического контроля и визового режима ни одного шанса пресечь теракт не было. Поезда Ташкент-Москва идут дважды в неделю.

Причем судя по внешности, он даже не радикал. Просто денег решил срубить.
