Как обычно, дело в кадрах. Нынешний министр туризма Екатерина Пунтус не только не имеет профильного образования, но и никогда до назначения не работала в сфере туризма. Однако, для губернатора Дегтярева профессионализм не имеет значение, ему главное лояльность и сговорчивость.
Когда Дегтярев стал губернатором, она сразу прыгнула в кресло директора АНО «Открытый регион» - контору, через которую выводят деньги на пиар Дегтярева. А потом стала министром.
