Так и сказано: руку помощи. В чем заключается эта помощь? В том, что будет принят закон, и церковь сможет "опереться" на него, чтобы выйти из подчинения Москвы.
Если все пойдет по плану, закон, как ожидается, вступит в силу весной. После этого у церквей будет два месяца на то, чтобы привести свои уставы и принципы деятельности в соответствие с законом.
