Вообще-то после присоединения Швеции и Финляндии к НАТО Балтийское море просто географически стало внутренней акваторией НАТО. Там больше нет никого, кроме НАТО и двух маленьких отрезанных прибрежных участков России, причем опять-таки географически выход из Финского залива тоже полностью под натовским контролем.
Это вопрос ведения внешней политики России. Как ее нужно было вести, чтобы твердо нейтральные финны и шведы бегом побежали в НАТО. Тут вопросы не к НАТО, по-видимому.
Черное море ни во что превращать не нужно, оно опять же в силу географии - закрытый наглухо водоем. Россия воевала с Турцией несколько сот лет, но так и не решила проблему проливов, поэтому Черное море остается закрытой акваторией, это опять же - просто констатация существующего положения вещей.
